Italian ISPs file complaint over wholesale broadband prices Tuesday 29 September 2009 | 12:24 PM CET

The Italian Association of Internet Providers (L'Associazione Italiana Internet Provider or AIIP) has filed an appeal to the president against local regulator Agcom and Telecom Italia. AIIP believes that the wholesale prices for broadband services charged by Telecom Italia and approved by the authority for 2008 are excessive and not cost-oriented, as required by the current regulation, since they are based on estimates rather than actual measurements. AIIP believes that actual measurements would translate into a wholesale price equal to less than half of what was adopted. The ISPs have also criticised the use of Telecom Italia's 2006 accounting data for the determination of current wholesale prices, saying that the use of old data is highly detrimental to consumers and competitors and for the sole benefit of Telecom Italia. Consequently, the AIIP has asked the president to order the annulment of the resolution 13/09/CIR published on 27 May, 2009 to fix unjustified economic conditions for wholesale broadband access (bitstream wholesale offer in 2008).
