The Eastern Caribbean Telecommunications Authority (ECTEL) is supporting a universal service project for people with special needs in Saint Lucia. As part of the project, five local institutions, which are engaged in the education of individuals with special needs, will receive donations of specialized information and communications technology (ICT) equipment and software. The five institutions are the National Council of and for Persons with Disabilities (NCPD), the Saint Lucia Blind Welfare Association (SLBWA), the Lady Gordon Opportunity Centre, Dunnottar School and the Special Education Unit within the Ministry of Education. The project is financed through contributions from the government of Saint Lucia and the World Bank. The programme was implemented by Ectel in cooperation with the National Telecommunications Regulatory Commission (NTRC) in Saint Lucia. The Universal Service Pilot project is part of a four-year ICT project implemented in Dominica, Grenada, St. Kitts and Nevis, Saint Lucia and St. Vincent and the Grenadines.
