Ofcom confirms final regulations for 4G spectrum auction

UK communications regulator Ofcom has published final regulations and a timetable for the 4G mobile spectrum auction. It has confirmed the reserve prices for the spectrum being auctioned; the combined total is GBP 1.3 billion. It has set 11 December as the provisional date for submission of applications by prospective bidders. Ofcom will confirm the date in two weeks time, once the regulations have come into force. The bids will be reviewed during December to determine who can go on to bid in the auction. Bidding will commence in January 2013, with bids to be placed online over secure internet connections, using software that has been developed specifically for the auction. Bidders will be informed what they have won and its cost in February/March 2013, with licence fees to paid and licences granted during this period. Ofcom expects new 4G services to go live from a range of providers in May/June 2013.
