HeLi Net considers expanding City2020 FTTH programme

HeLi Net Telekommunikation is currently considering expanding its City2020 plan. The plan launched in May 2009 entails building FTTH in the Hellweg-Lippe region where the operator is active, to the northeast of Dortmund in the German state of North Rhine-Westphalia.

Construction has already started in several towns, including Hamm, Luenen, Kamen and Bergkamen, and Menden will be added. The scope of the current build-out plans is around 420,000 homes passed. The technology used is active Ethernet. As of September 2011, HeLi Net had about 7,000 homes passed with FTTH and 5,000 FTTH subscribers. This constitutes a penetration rate of around 70 percent.

City2020 is expanding on a town-by-town basis, most recently in the Ruenthe area in Bergkamen. Financial contributions from North Rhine-Westphalia play an important role, a HeLi Net spokesman confirmed to Telecompaper, and the company expects more clarity on these within the next four to five months.

HeLi Net is collectively owned by a number of ‘Stadtwerke’, or municipal utility companies, from the towns of Ahlen, Bergkamen, Boehnen, Froendenberg, Hamm, Kamen and Soest. The town of Luenen recently left the joint venture. The company was launched in 1999 to focus on unbundling ADSL. All together, it has 37,000 subscribers and competes primarily with Deutsche Telekom, Vodafone and Alice (Telefonica).

HeLi Net sells single- and double-plays (internet and voice) over ADSL at up to 16 Mbps. Tariffs vary from EUR 20 for 6 Mbps broadband only to EUR 35 per month for a double play at 16 Mbps). Over FTTH, the company offers double- and triple-plays under the City2020 brand. This includes unlimited internet and voice and a TV package with 40 analogue channels, 60 digital channels and 25 radio stations. A double-play of internet access and voice costs EUR 30 for 10 Mbps or EUR 40 for 25 Mbps per month. Voice with television is priced at EUR 35 per month. The price of a triple-play varies according to the speed offered and ranges between EUR 40 for 10 Mbps and EUR 100 for 100 Mbps. Television is also available as a standalone service, at EUR 14 per month.
