43% of Cornwall businesses use fibre networks - survey

An independent survey of businesses in Cornwall found that 43 percent of respondents have taken up fibre broadband. The Superfast Cornwall programme announced in late 2010 extends fibre coverage across the rural English region and the Isles of Scilly. The survey found that 52 percent of businesses think faster broadband had helped their growth and 79 percent said the upgrade saved them time and/or money. Some 49 percent said the network has enabled home working. The GBP 132 million Superfast Cornwall project's take up stands at over 60,000 premises, or over 25 percent of all homes and

This is a poorly written article. The figures don't stack up. How is the 95% figure calculated. What was the size of the survey where 43% of the survey respondents bothered to answer? How was the survey targeted? To people who can actually access sfbb?
