Anatel under pressure to review investment deal with Vivo

Brazil's National Telecommunications Agency (Anatel) is under pressure to review the terms of its agreement with the Telefonica Group, owner of the Vivo brand in Brazil, on converting regulatory fines into investments by the operator, reports Valor Economico. The scheme has resulted in investment pledges of around BRL 5 billion in broadband, mobile telephony and fixed telephony. 

The terms of the agreement have been challenged in complaints filed by rival operators Claro and TIM with Anatel, as well as by the Brazilian Association of Providers of Competitive Telecommunications Services (Telcomp). They claim Telefonica was given economically attractive areas for its investments, to the disadvantage of other operators. 

Anatel agreed the terms of the deal with Telefonica last year, but the final agreement has not been signed yet.
