Arcep adopts decisions on fixed broadband wholesale markets

French telecom authority Arcep has completed its sixth cycle of market analysis, with the adoption of an updated regulatory framework for the three fixed broadband wholesale markets (3a, 3b and 4) in the 2021-2023 period. The decision confirms Arcep's initial proposals, defining asymmetric regulation on incumbent Orange and symmetric regulation specifically in the fibre market segment, applying to all FTTH network operators. Following the draft decision published in September, Arcep has also confirmed updated wholesale prices for local loop unbundling. The new framework will come into effect
