Arcep closes Orange France universal service QoS probe

French telecom regulator Arcep has closed its inquiry into the quality of the universal phone service provided by Orange France after determining that the relevant indicators have returned to a satisfactory level. The government most recently designated Orange in 2013 to provide universal service for three years. Nevertheless, Arcep states that greater attention needs to be paid to the quality of the universal service. In part based on Arcep's recommendations, the government is now preparing to select the entity or entities that will be responsible for providing the universal service from
