BNA launches bitstream regulation consultation

German network regulator BNA has opened a national consultation for the new bitstream regulation. The proposal includes nondiscriminatory network access provision by Telekom Deutschland to all competitors as well as regulation for layer 2 and layer 3 bitstream access. Layer 2 bitstream fees will have to be pre-authorized by BNA reflecting the growing importance of this service as layer 2 bitstream will become the most important access service during the coming years as vectoring technology deployment phases out the LLU connections.
