Cartel Office has concerns about ARD/ZDF VoD platform

Germany's Federal Cartel Office has raised competition concerns about the 'Germany's Gold' online TV platform of public broadcasters ARD and ZDF. Cartel Office President Andreas Mundt said that ARD and ZDF act as entrepreneurs and competitors on the market for video-on-demand and must therefore also market their products independently from each other. However, the current agreements means that they are co-ordinating video pricing and selection. IN addition, the video libraries and production of content are funded by fees, causing a considerable distortion in the video-on-demand market.
