Cellsaf says ICASA hearings reveal that Cell C recapitalisation was tantamount to takeover

Cell C's black empowerment partner CellSaf says the recent public hearings on Black Economic Empowerment (BEE) by the Independent Communications Authority of South Africa (ICASA) have revealed flaws, if not possible regulatory breaches, by Blue Label Telecoms and Net 1 Applied Technologies in their recapitalisation involving Cell C. At the ICASA hearings, Cell C's chief legal officer Graham Mackinnon said that the Competition Commission's current view is that Blue Label has acquired control of Cell C, according to Cellsaf.
