Charter, FCC reach USD 640,000 modem settlement

The FCC has fined Charter Communications USD 640,000 and imposed a three-year compliance plan after the cable operator was found to have prevented customers from using their own modems for a period of two years starting in 2012, when it introduced new pricing and packages with modem included. The policy was ostensibly to ensure that every subscriber got "the best online experience possible." The investigation began in July 2015 when modem maker Zoom Telephonics lodged a complaint with the FCC's media bureau.
