Costa Rica's ICE to appeal against anticompetitive ruling

Costa Rican state-owned operator ICE has pledged to appeal against a CRC 2.16 billion fine imposed by the Superintendency of Telecommunications (Sutel) on grounds of monopolistic and anticompetitive practices in the mobile telephony market between November and December 2011, and October and November 2012. The country's contentious-administrative court has now ordered the company to make a preliminary payment of CRC 1 billion while it rules on the appeal. The fine was imposed after Telefonica complained that ICE's "Extreme Chip" prepay promotion could not be replicated by rival operators.
