Internet access should be a free and inherent right. Governance of the internet, what on earth for? The DR can't govern parking. This has "disaster" written all over it and is obviously a clear attempt global power usurpers have made a shady deal and someone stands to benefit substantially; while the poor people in the DR remain poor and ignorant; detached from the modern world by some bureaucrat more intent on retaining power, control and lining her pockets. There is no reason to snap into the global spy grid- fight the power; opt out.
