Dutch report comes out mixed on spectrum policy

The effectiveness of the Dutch spectrum policy is not easy to evaluate, according to a report by Kwink Group for the ministry of economic affairs. Some tools used by the state have worked, while others have not, it found. In general, the state is meeting the goals of the spectrum policy paper of 2005, such as efficient and effective spectrum usage.
