FCC proposes changes to carriage dispute rules, significantly viewed channels

The Federal Communications Commission has proposed changes to its rules governing the resolution of program carriage disputes between broadcasters and pay-TV providers, such as cable and satellite operators. The regulator said it wants to make appeals procedures more consistent, which should help resolve the growing number of such disputes more quickly.
