FCC reinforces 5% cap on franchise fees for cable operators

The Federal Communications Commission (FCC) has adopted rules prohibiting for excessive broadband franchise fees and said that local governments must not regulate most non-cable services, including broadband access, offered over a cable system. These rules respond to a remand by the U.S. Court of Appeals for the Sixth Circuit.
