Finnish court upholds LLU regulation, strikes down pricing

Finland's Supreme Court has upheld the regulation of local loop network access, but struck down a price cap on operators providing wholesale access. Finnish regulator Ficora said the court rejected appeals from the three operators Anvia, Elisa and TeliaSonera over the regulation decided in 2012. It confirmed the regulator's decision to designate the operators dominant and impose price regulations for access to the copper and fibre local loops. However, the cost-based price caps are not in line with Finnish legislation that limits such pricing regulation to very narrowly defined situations,
