French regulator teams up with US university to detect internet traffic throttling via Wehe app

French regulator Arcep will be presenting an app that aims to detect internet traffic throttling at the annual meeting of the Internet Governance Forum (IGF), taking place in Paris between 12 and 14 November. Named Wehe, the new tool has been developed by a team of researchers at Northeastern University in Boston. In the past year, Arcep has collaborated in the project to adapt the app to the French market, so that the data collected by smartphone users can be used to monitor compliance with net neutrality regulation.
