Globe, iVitta offer low rate Sim cards for Filipino mariners

Philippine telecommunications carrier Globe Telecom has teamed up with the UK-based telecommunication services provider iVitta to offer Sim card that will provide seafarers the low call and text rates in Philippines. The Globe Seafarer Sim allows Filipino mariners to use two numbers in one Sim, an international mobile number and a local Globe mobile number. Using their international mobile number, seafarers can call the Philippines for USD 0.20 per minute and text for USD 0.10 per message. That's awesome news for me, but I got a little bit confused. 0.20 Usd per minute is if you are calling Philipines only from UK or if you are calling Philipines from anywhere in the world? I'm currently using http://www.mysims2go.com/ and they have pretty decent rates so I'm researching about this deal. Please clarify this. Thanks in advance
