ICASA seeks comments on subscription TV broadcasting

The Independent Communications Authority of South Africa (ICASA) has published a Discussion Document to solicit written representations in respect of an inquiry into Subscription Television Broadcasting Services. The document seeks comments on the definition of markets and market segments, the effectiveness of competition in the relevant markets, a determination of licensees with significant market power, and possible appropriate pro-competitive licence conditions that may be imposed.
