Ireland aims for 30 Mbps universal service obligation

Ireland is planning to update the 40 year-old universal service obligation (USO) to make access to at least 30 Mbps an "enforceable right", said the country's new communications minister, Denis Naughten. Silicon Republic reports that the change will occur after the National Broadband Plan (NBP) starts being rolled out next year. Naughten said that unlike the UK, which set 10 Mbps as a minimum standard, Ireland's USO will need to serve homes and businesses for the next 30 or 40 years. He sees 30 Mbps as the baseline. The minister said NBP contracts would be awarded by June 2017 and 60 percent
