Italy's Agcom publishes new rules to rein in excessive penalty fees

Italy's communications regulator Agcom has published new guidelines designed to give consumers greater protection when they decide to withdraw from a contract or change operator. Under the new rules, operators can still charge withdrawal costs to users cancelling a telecommunications or TV services contract but those withdrawal costs cannot exceed the monthly average fee paid by the user. In addition, the refund of any discounts applied must be fair and proportionate to the value of the contract and the duration of the corresponding promotion.
