KPN must open All-IP network for competitors

In the 'Issue paper All-IP' Dutch telecom regulator OPTA recently published, OPTA has determined that KPN must open its All-IP network for its competitors. The regulator will give KPN responsibility in implementing the network itself with all the obligations taken into account. KPN also has to think about the benefits for the competitors and the end users. OPTA has also determined that KPN has to think about an alternative for MDF-access and has to reach an agreement on this with its competitors. A public consultation will be held in order to evaluate the possibilities for alternative operators to access KPN's new network and the possible need for changes in regulation. Companies can add their comments on the Issue paper until 16 June. OPTA will determine its point of view partly based on these comments.
