NAO says new emergency network is 'high risk'

The UK's National Audit Office (NAO) has warned about the risks of replacing the existing Airwave emergency communications system with the new Emergency Services Network (ESN), which uses parts of EE's 4G commercial network. The NAO warned that the need to save money and exit a difficult commercial relationship has led the government to try an approach that is not yet used nationwide anywhere in the world. It is concerned that the programme remains inherently high risk and wants more independent testing and assurance regimes for its technical solution.
