Nkom proposes opening up Telenor copper upgrades to other operators

Norwegian telecoms watchdog Nkom is proposing changes to broadband regulation that are likely to take effect in the third quarter. It said modernising Telenor's copper network will be open to other operators, but that the incumbent will have the right of first refusal to do its own upgrades. Nkom said it will stop regulating market 4 for services up to 8 Mbps as there is sufficient competition, and that broadband access markets 3a and 3b will still be regulated as national ones, notwithstanding the rise of local and regional networks.
