Nkom refers wholesale market proposals to ESA, scraps plans to let other providers modernise Telenor copper grid

Norwegian communications regulator Nkom said it has referred its proposals for the broadband and capacity markets to the EFTA Surveillance Authority (ESA) for evaluation. The referral concerns wholesale market 3a for local access to fixed networks, wholesale market 3b for central access to fixed networks, and wholesale market 4 for quality access to fixed networks for traffic up to and including 8 Mbps. Nkom has decided that upgrading the copper network will remain solely Telenor's responsibility.
