Norwegian annual telecoms risk report urges more cooperation by operators and authorities

Threats to Norway's digital foundation are increasing, said Norwegian communications regulator Nkom in its fourth EkomROS risk and vulnerability analysis for the telecoms sector. Operators in the sector and authorities must work together more in order to safeguard society and its members against the consequences of attacks, said director Elisabeth Aarsaether.

In its report, Nkom focuses on the increasing complexity of value chains and vulnerabilities resulting from the transition to new technology and new security methods. Aarsaether said a number of companies are now part of an end-to-end provision, such as a mobile service, making cooperation of increasing importance.

In 2018, Nkom registered 61 series incidents, with fibre breaks the most usual cause of faults. Other major causes were software failures, power cuts and bad weather.

The watchdog said there will be three main trends in the coming years. The first is increased digitisation, as 5G and IoT services penetrate society. The second is development of new regulations for civil security, including rules on telecommunications, some of which will come from Europe. The third is increasing technological complexity as infrastructure becomes virtualised and services automated.
