Norwegian govt proposes to create right to basic broadband

The Norwegian government is putting its proposal to make broadband a statutory service out to consultation, said communications regulator Nkom. The deadline for comments is 03 December. The two alternatives proposed are a service at 10 Mbps for downloads and 2 Mbps for uploads, and 20 Mbps for downloads an 2 Mbps for uploads.
