Norwegian survey finds 3% of people do not use the internet at all

The Norwegian Ministry of Local Government and Modernisation is starting a new scheme called "Digital Throughout Life". It said the population has good basic online skills, but there are still many people who are left out. A survey that it commissioned from Kompetanse Norge found that 11 percent have poor web knowledge, with 3 percent of respondents saying they do not use a PC, tablet, smartphone or the internet at all.
