Ofcom forced to rethink dark fibre access proposals

The High Court's Competition Appeals Tribunal has ruled that UK regulator Ofcom made a series of errors when devising rules for a new dark fibre market, reports The Telegraph. The judges ruled that the leased lines business had been wrongly defined by Ofcom, concluding that the regulator should have taken more account of varying available connection speeds, and regional differences in Openreach's dominance. The ruling quashed Ofcom's dark fibre proposals, meaning dark fibre services are unlikely to be available until 2018 at the earliest. The new service had been scheduled to launch in
