Orange questions Arcep sanctions power in constitutional complaint - report

French incumbent Orange is questioning the authority of regulator Arcep with a complaint filed at the Council of State, France's highest court, reports Le Monde. The newspaper's sources said the company submitted an 'urgent question of constitutionality' over whether Arcep had violated the separation of powers and impartiality guaranteed under French law.
