Paraguay orders operators to block stolen phones

The Paraguayan government has issued a decree requiring all operators to block mobile phones reported as stolen or lost using the IMEI identity numbers of the devices. The operators have been given 180 days to implement the measures, with Paraguay's National Telecommunications Commission (Conatel) entrusted with managing the corresponding central register, which will be accessible by operators, the police force and Conatel. A website will be provided for users to report stolen or lost phones and they will also be given access to a "black list" of devices that have been reported as stolen.
