Peru watchdog proposes 60% cut in termination rates

Peru's telecomunications regulator Osiptel has published its proposed interconnection rates for 2018, suggesting that a single interconnection rate be charged to all mobile operators and that the termination fees be reduced by up to 60 percent. Under the watchdog’s proposals, all operators will have to pay USD 0.00659 (before taxes) a minute for connecting to a rival network in urban areas and USD 0.00209 a minute in rural areas.

The proposed rate is significantly less than the current asymmetric fee of USD 0.0176 a minute payable by Claro and Movistar and USD 0.0199 a minute payable by Entel and Claro. 

Osiptel is also proposing to revise the interconnection rate on an annual basis rather than every three or four years in view of the rapid and dynamic evolution of costs relating to technology. Operators now have one month to submit their comments and suggestions on the regulator’s proposals.
