PTS does not act against Telia over exchange closure warning

Swedish postal and telecoms regulator PTS said Telia has not given wholesale customers the stipulated notice of closures to fixed line exchange, but that it will not take any action against it because it has found no detrimental effects on competition. Telia is meant to give operators accessing its copper network five years’ notice of its intention to close a telephone exchange.

In its assessment of closures in 2016, PTS found that Telia had been giving operators between one year’s and one-and-a-half year’s warning. However, there had been no negative impact on competition, which was what the five-year rule was set up to prevent.

The watchdog also found that Telia has been willing to provide the affected wholesale customers with compensation. On these grounds, PTS sees no reason to take any further action against the dominant operator.
