PTS says roadside excavation rules hamper broadband expansion

Swedish postal and telecoms regulator PTS said that spending on broadband expansion risks slowing down, mainly because of the terms for laying fibre along smaller byways managed by highways agency Trafikverket. Its report on the government's 2018 broadband strategy said this means it might not reach the goal of 100 Mbps internet availability in 95 percent of homes and businesses by 2020. PTS predicts a rate between 87 and 90 percent instead.
