Russian govt proposes fines for use of foreign satellite systems without local terrestrial station

The Russian government has drafted a legal amendment on use of foreign satellite systems by operators and submitted it to the lower chamber of parliament for deliberation, reports Cnews.ru. Under national legislation, satellite systems should have terrestrial stations within Russia to transfer traffic of users on Russian territory. These stations could give access to voice traffic for special services upon request.
