Russian mobile operators found to inflate SMS rates for private banks

Russian federal competition watchdog FAS announced that the mobile operators Beeline, MTS and Tele2 Russia violated the Law on Competition by applying different SMS distribution rates for state-owned and private banks. Its investigation found prices could vary as much as ten-fold, with state banks often paying much lower rates.

Beeline was also found to be charging ungrounded fees for transliterating messages to the Latin alphabet. The regulator will take a decision on the mass SMS rates at mobile operator Megafon later.

FAS warned the four operators last year already on the matter and told them to correct the terms of their contracts. Further investigation found they had not complied.
