Russian watchdog mulls licences for Skype, Viber, WhatsApp

Russian state telecommunications agency Rossvyaz is thinking of introducing licences for Skype, Viber, WhatsApp and other services that enable people to call mobile and fixed telephone numbers using internet in Russia, reports Kommersant. The licences would simplify management of the services by state security institutions.
