StarTimes TV goes off air pending supreme court ruling

The Democratic Republic of Congo cut Chinese DTT channel StarTimes' service on 8 September, as ICT minister Tryphon Kin-Kiey Mulumba and media minister Lambert Mende called for an in-depth investigation. Agence Ecofin writes that although StarTimes ignored a ministerial order two days earlier, it switched off to avoid heavier fines. The ministers referred the matter of the Chinese company's spectrum licencing requirements to the Supreme Court. Although the law requires both regulatory and ministerial approval, Mulumba claims to have never seen any licensing agreement for StarTimes. The
