Swedish regulator proposes reduction in broadband regulation

The Swedish regulator PTS has proposed relaxing regulation on the wholesale broadband access market amid signs of improved competition. Taking into account new EU recommendations, the PTS proposed an end to bitstream access regulation (market 3b), where Telia is no longer considered a dominant player, and a gradual relaxation of local loop regulation (market 3a). The latter would start on fibre networks from December 2016, once Telia completes implementation of its enhanced non-discrimination offer and pricing regulation is adapted to an equivalence of inputs model.
