Telegram founder Durov shuts down UK-registered company, messaging service to continue operating

Russian businessman Pavel Durov, the founder of the messaging service Telegram, has decided to liquidate the legal entity Telegram Messenger LLP, registered in the UK, according to Telecom Daily. This is the only company registered for the messenger; the liquidation is not expected to affect the activity of the Telegram messenger itself.

Telegram Messenger LLP was registered by Telegram Messenger Inc, Dogged Labs Ltd (registered in the British Virgin Islands) and by Telegraph Inc (registered in Belize), all controlled by Durov. Telegram Messenger LLP is registered as a mass media company with federal telecommunications regulator Roskomnadzor. 

The Android version of the messaging application is currently registered to the company Telegram FZ-LLC, but the iOS and Windows Phone versions are still registered to Telegram LLC.

Telegram submitted an appeal to the European Court of Human Rights against the blocking of the messenger by Russian state institutions in June of 2018. The company claimed that the right to receive and disseminate information is restricted by the Russian authorities' actions.

Telegram's lawyer Pavel Chikov said the case was filed in March, prior to Russia enforcing the ban. Telegram was blocked for refusing to hand over encryption keys for the messaging service to Russian state security. 

Telegram said its number of users aged 16-24 years old reached 3.4 million in Russian cities of over 100,000 residents in October, according to a study from Mediascope. The number was 2.2 million in October 2017.
