Telenor says strict net neutrality rules may cause exclusion

Telenor said stricter interpretation of network neutrality principles could have the effect of shutting out some consumers from internet access. Norwegian regulator PT said last month that zero-rating would constitute a violation of national guidelines. Telenor now says strict network neutrality would limit the degree of differentiation of its products. Customers who opted for cheaper access would find that loss of differentiation led to higher prices, Telenor said.
