US judge orders halt to NSA bulk collection, appeal drags on

A US federal court ordered the halt to the NSA's bulk metadata collection programme, citing the Constitution and confirming a previous ruling.  In a 43-page ruling, Judge Richard Leon of the Washington DC District Court writes "This court simply cannot, and will not, allow the government to trump the Constitution merely because it suits the exigencies of the moment." The judge said he had little sympathy for last minute arguments from the government, including the claim that it would take an undetermined amount of time to develop the technical means to comply with his December 2013 opinion
