Welcome to the Telecompaper Mobile MVNO/SP List. This is a fairly comprehensive listing of MVNOs (Mobile Virtual Network Operators) and mobile SPs in the world today, as well as relevant news. Where possible, the defunct or purchased entities are listed as well. MVNEs are listed by country after MVNO/SPs. See below for general MVNEs, a news archive, some MVNO resources, etc.

*bliep is an MVNO first launched on the T-Mobile network then switched to Tele2 (March 2015) and in July 2015 acquired by MVNE Artilium. Their aim is to offer low cost unlimited mobile internet targeted at the youth.
88 mobile started as an MVNO, targeted at the Chinese community, on the T-Mobile network in august 2010.
AH Mobiel is sold in Albert Heijn supermarkets or top-up is also possible via bank/Giro. AH Mobiel offers handset included prepay packages and a SIM-only package.
Low-frills MVNO. Launched in Germany in December 2005, in Belgium in February 2007 and in the Netherlands in September 2009. The Belgium market exit was in July 2017 due to the prepaid registration law.
In the beginning of 2008, T-Mobile Netherlands re-introduced the BEN brand after having folded the brand five years ago. Since the end of June 2013 BEN no longer provides prepapid services.
Business services provider Dean Connect is introducing Dean Mobile, to expand in the mobile market.
DekaMobiel is the mobile phone service from DekaMarkt. DekaMarkt is a chain of supermarkets in the Netherlands. DekaMobiel uses the Vodafone network via Teleena as their MVNE.
Dutch utilities group Delta re-lauched an MVNO end of August 2018
Supermarket chain Dirk, Digros and Bas offer mobile prepaid services since november 2011.

Emobiel is a service especially for readers of the journal Reformatisch Dagblad and the journal Terdege. Based on Sim Only postpaid. Belsafe is providing the services, MVNE is currently Teleena (they switched from MVNE Aspider Solutions).

Galaxy Business Networks is an independent service provider for fixed and mobile services. The company designs, develops, maintains and develops communications infrastructures for businesses. Its billing capabilities are key to differentiation from competitors according to the company. Previously it was a reseller, since Q3 2010 it became MVNO.
Offers SIM-only package for prepay customers. Distributed through the successful HEMA retail chain in The Netherlands. HEMA provides a "25% discount" on calling and SMS with every top-up voucher sold.
Low cost Vodafone brand launched since jan 2011, utilises Teleena for MVNE services.
Intercity offers fixed, mobile, 3G, broadband and data cellular communications. The company targets the SME market with direct marketing only, acts as reseller of Vodafone and KPN subsriptions. From July 2011, Intercity became a full MVNO of KPN.
Supermarket chain Jumbo started MVNO services on KPN's network end of October 2011.
The Lebara Group is a telecommunications company providing services in many European countries (currently Netherlands, Denmark, Spain, France, Germany and UK) including Australia using the mobile virtual network operator business model. Lebara Mobile provides Pay As You Go mobile SIM cards, targeted towards the needs of international communities and migrant workers. Lebara stopped its activities in Belgium in 2007 and Norway business was sold to Network Norway (now part of Tele2 Norway), Swiss operation was sold to Sunrise Communications (july 2013), while Poland was closed in March 2015. End of 2014 it launched services in Saudi Arabia.
Lycamobile offers prepaid SIM cards with reduced international calling rates, focusing on users who normally use calling cards to phone abroad. The company has set up MVNOs in the following countries: UK, Germany, Sweden, Belgium, Switzerland, Netherlands, Portugal, Australia, Denmark, France, Ireland, Norway, Poland, Spain, Italy and recently US (March 2013) and Austria (November 2013), Tunisia (2015) and Romania (2015). Macedonia followed in 2016, and Lycamobile launched in Ukraine in July 2017. It ceased its operations in Hong Kong in April 2018
KPN acquired an undisclosed minority stake in Ortel Mobile, a Hague-based provider of prepaid telecommunications services, from Ortel Group in March 2008. Swiss operator Sunrise acquired (july 2013) MVNO Ortel Mobile Switzerland to strengthen its position in the market for low-cost, pre-paid international services. Sunrise will continue to operate Ortel Mobile as a separate company with its existing employees. Ortel Mobile services will be offered under the existing Ortel Mobile brand. Ortel Mobile Spain ceased operating on 15 December 2013 without adding any further details about the reasons behind its closure. In Germany, Ortel Mobile became responsible for marketing of all E-Plus's international call brands including blauworld, Simvoice and Mobilka in September 2013. Ortel France ceased operations in April 2015. Ortel Belgium sold to Lycamobile February 2017.
The MVNO started in 2007 and was acquired by T-Mobile Netherlands in 2010. Simpel maintained its own management and structure within T-Mobile, and the managers have found financial backers to help buy out the company. From Augustus 2014 it will be independent MVNO again. Aspider handles provisioning for Simpel, including traffic clearing, billing and CRM systems and customer support.
Pre-paid, low cost, SIM-only MVNO launched. Owned 100% by KPN Mobile. Started in Germany, later roll-out in Belgium, Netherlands, Spain and France. End of 2011 Simyo France was sold to Bouygues Telecom. In december 2012, Orange has completed the acquisition of Spanish MVNO Simyo. Orange will continue using the Simyo brand, and Simyo will continue operating as a MVNO on the Spanish market. In Germany Simyo stopped in July 2016. In Belgium Simyo ceased operations in June 2017 due to the prepaid registration law.
Business VoIP services provider SpeakUp has begun an MVNO.
Tele2 entered the Dutch market in 1997 as an alternative operator in the fixed line market and launched its mobile operations in 2001. Previously active on the KPN network, since Q4 2009 migrated completely to T-Mobile. From 2015 operates as MNO in the Netherlands.
Suriname incumbent operator Telesur MVNO on the Dutch mobile market. The company is targeting the 330,000 people from Suriname or with a Suriname background in the Netherlands. Telesur is working with the drugstore chain Kruidvat and Trekpleister for distributing its mobile services, and is using the MVNE Teleena for providing its prepaid services to customers.

Yes Telecom UK have been rebranded as Vodafone Partner Services. Yes Telecom Netherlands has been acquired by KPN, brand still exisit.
Youfone is an MVNO selling SIM-only subscription that are billed per second. Youfone claims to be the first mobile operator that bills customers per second. Its products are available online from www.youfone.nl and through telecom retailers.
