Where possible, the defunct or purchased entities are listed as well. MVNEs are listed by country after MVNO/SPs. See below for general MVNEs, a news archive, some MVNO resources, etc.

Russian operator MTT has launched MVNO Aiva Mobile, aimed at migrants to Russia from Central Asia
Update 2018: seems only available via App. First download app, then can order Sim card Russian company Atlas plans to launch a MVNO in Moscow in the summer of 2014. The operator has started accepting applications for services on its website from 10 December 2013, and 10,000 applications were submitted during the first four hours, according to Yevgeniy Gordeyev, an investor in the venture. The company expects that the number will reach 1 million by March 2014 and 3 million by the launch. The operator plans to work under the freemium model: subscribers will get a free package including 100 minutes of outgoing calls, 100 SMS and 1 GB mobile internet traffic. LTE roaming services will be accessible as well. Additional packages will be offered on a paid basis, such as 30 GB for RUB 999, 1,000 minutes for RUB 499 and a 1,000 SMS for RUB 299.
Russian regional operator Central Telegraph (CT) has launched its Full MVNO services in the Moscow region. The services are provided on the network of mobile operator Sky Link.
Lycamobile offers prepaid SIM cards with reduced international calling rates, focusing on users who normally use calling cards to phone abroad. The company has set up MVNOs in the following countries: UK, Germany, Sweden, Belgium, Switzerland, Netherlands, Portugal, Australia, Denmark, France, Ireland, Norway, Poland, Spain, Italy and recently US (March 2013) and Austria (November 2013), Tunisia (2015) and Romania (2015). Macedonia followed in 2016, and Lycamobile launched in Ukraine in July 2017. South Africa followed in 2019 and Uganda in 2020 It ceased its operations in Hong Kong in April 2018
MGTS provides mobile services over the network of mobile operator and parent MTS. MGTS received a licence for MVNO services valid until August 2018. The licencing agreement includes the obligation to launch MVNO services by 2 August 2015. Services launched Q3 2014.
According to the company Rostelecom is Russia’s largest national telecommunications operator with presence in all Russian regions. Rostelecom previously exited the mobile market when it merged its operator Sky Link with Tele2. In April 2016 it agreed to work with Tele2 on setting up a MVNO.
