Amid financial chaos and GDP contraction worldwide, libertarian views are challenged, paving the way for increased government involvement in the roll-out of broadband networks. Several countries are planning next-generation access (NGA) network subsidies, which could imply intensified open access regulation. Stimulus packages are aimed at rural or nationwide broadband accessibility, and open access regulation could be central to applications, especially in the US. In this brief, we give an overview of selected stimulus packages around the world that contain a broadband element. Also, NGA benefits and government options for getting involved are described.
