Claro slapped with record USD 45 mln fine in Colombia

Colombian antitrust agency the Superintendency of Industry and Commerce (SIC) has fined America Movil's local unit Claro COP 87.8 billion (approximately USD 45.2 million) for abusing its dominant position on the mobile market and practices that affected free competition.

According to SIC, Claro incurred in practices that affected figures related to the number portability service. The watchdog found that Claro blocked mobile phone frequencies, a process that delayed the completion of the number porting beyond the legal period.

Claro plans to appeal the fine, Portafolio reports.

Claro to appeal against fine imposed in Colombia

Claro said it will appeal against the recent fine imposed by the Superintendency of Industry and Commerce (SIC) of Colombia for anti-competitive practices, reports El Economista. According to the operator, the fine is both "discriminatory" and "disproportionate". Claro said it will take appropriate legal proceedings for the decision to be reviewed. SIC confirmed the penalty imposed on the mobile operator at COP 87.750 million for alleged restrictive practices to competition.

Honduras postpones MNP launch to end-2013

Honduras has postponed the launch of its number portability system to the end of this year in "October or November", local newspaper El Heraldo reports, citing Ricardo Cardona, president of telecoms regulator Conatel. The system was initially scheduled for launch on 30 September. According to Cardona, Conatel is in the process of selecting the administrator of the number portability database. The number portability service will be free of charge of end-customers, Cardona added.

Colombian antitrust agency the Superintendency of Industry and Commerce (SIC) has fined Claro COP 908 million (approximately USD 477,000) for committing acts of unfair competition, and violating regulations, La Tarde reports. Claro will have to pay Tigo COP 908 million in damages over the next 10 days. Claro agents were found to port mobile customers' numbers to the Claro network without the users' consent.
