Berec opens consultation on new net neutrality rules

EU telecoms regulator Berec has published its draft guidelines on the implementation by regulators of new net neutrality rules and is now seeking comments from stakeholders over the next six weeks. The consultation will close on 18 July. Berec is aiming to finalise the guidelines in August.

Telecom regulators from all the European countries have been working on the issues since last year, when the final text of the European regulation became known. All the definitions will be commented.

Berec stressed that restrictive measures (congestion management) should only get limited if there is network congestion. Regulators must ensure that traffic management is not being used to circumvent net neutrality. One of the other recommendations is that ISPs may act against malware, such as DDoS attacks, viruses and spam. The rules include an exception for the integrity of networks. This provision must also be interpreted restrictively.
