Kenya's CA appoints Wanjau as interim director general

Kenya's Communications Authority (CA) has named Mercy Wanjau its interim director general, replacing Francis Wangusi whose second and final term ended on 21 August. Wanjau has been the director of legal services at CA and has also been serving as the board secretary. Wanjau shall in the interim be responsible for coordinating all day-to-day activities of the organization. 

Wanjau is a commercial lawyer who has previously consulted with KPMG South Africa, PricewaterhouseCoopers (PwC) Kenya and served at the UN-International Telecommunications Union. She has been involved in designing and harmonizing polity and regulation in the ICT sector at the local, regional and international level for over fifteen years. 

The Consumer Federation of Kenya (Cofek) secretary-general had moved to court to stop recruitment of a new director-general at the agency, saying the board spearheading the process is in office illegally. The thirteen-member board has no powers to recruit a new director-general for a state entity, adding that the process should instead be steered by an independent recruiting body.

The Communications Authority of Kenya (CA) will have to re-start the recruitment of a new director-general to replace Francis Wangusi, after the Employment and Labour Relations Court quashed the advertisement for the vacancy, Business Daily reported. This means Mercy Wanjau will continue to hold the position in an acting capacity.

Kenyan court suspends recruitment of CA director-general

The Kenyan Labour Court has suspended a notice to fill the position of Communications Authority of Kenya director general pending hearing of a case challenging the advertisement, Business Daily reported. This is after the Information Communication Technology Association of Kenya (ICTAK) accused the communications regulator of manipulating the recruitment process "which poses a risk to fair competition and merit as the basis of appointment".

Communications Authority of Kenya (CA) has insisted that the appointment of Mercy Wanjau as the acting director general stands despite a court ruling, reports The Standard. The regulator rejected claims that the Employment and Labour Relations Court on 15 November nullified the appointment of Wanjau to replace Francis Wangusi.

Court stops recruitment of new CA director-general

A Kenyan court has reinstated Francis Wangusi as director-general of the Communications Authority of Kenya (CA). Employment and Labour Relations Court Judge Byram Ongaya issued an order stopping the recruitment of the CA director-general's successor after a petition by the Consumers Federation of Kenya (Cofek). The judge ordered that the status quo be maintained and any recruitment, selection or appointment of a new director-general be suspended pending determination of the suit.

Wangusi refuses to hand over CA leadership

Francis Wangusi has vowed not to hand over the role of director general of the Communications Authority (CA) of Kenya to  Mercy Wanjau who was appointed to the position on 22 August in an acting capacity. Wangusi said that the board rejected Wanjau's appointment, and that its sad that a few people "with selfish interests are forcing a person to head such a vital government institution". Wangusi said that although his term ended on 21 August, he was not told to whom to hand over.

Kenyan court delays CA head's departure and schedules hearing for 27 August

The Communications Authority of Kenya (CA) director general Francis Wangusi will remain in office temporarily, even after the expiry of his term on 23 August, reports Business Daily citing a court case. The Consumers Federation of Kenya (COFEK) had filed a case and obtained orders directing the CA to maintain the status quo, pending the determination of the case.

Communications Authority of Kenya seeks new director-general

The Communications Authority of Kenya (CA) has begun the search for a new director-general, as incumbent Francis Wangusi's term ends in two months. Wangusi was re-appointed in 2015 for a four-year term. According to an advert placed in local dailies, applicants are required to have at least fifteen years of experience, of which ten must be at a senior managerial level.
